National Capital of India, New Delhi not only houses the Law making-body, The Parliament but also is the house for the law executing body, the Supreme Court. And many other noble and grand Government organisations and institutions are located her. Despite this huge diplomatic position, Delhi fails us Indians time and again. The organisations might be filled with pride, but the streets are often filled with terror.


A foreign tourist from the Belgian Nation has visited India's Capital City, New Delhi. She visited in the month of December last year, that is 2018. She arrived on 6th of December, 2018, and was forced to return with horror within 24 hours of her stay in Delhi.

The tourist was duped and cheated by a few men who posed to be 'Police Officers'. She was on the verge of grave danger before she was harassed. She soon found the experience terrifying and fled to her nation within a day. According to Indian Express and other prominent channels, she expressed her ordeal to this is being written.


Named Esther Deleu, this Belgian national first wrote to the Belgian Embassy upon her safe return to her country. She explained her long and petrifying ordeal in her letter to the embassy. This was shared by the Ministry of External Affairs as well.

Esther had a long day after her long flight. She went out on a small stroll to purchase for herself a local SIM Card for use. It was an evening when she was returning in an Auto-rickshaw to the hotel she was staying in. It was all fine till now as she was already returning to the hotel.


But, at Minto road, two men stopped the auto-rickshaw and showed her their 'Police cards'. They claimed that the area to which she was headed was shut down totally due to some unforeseen protests. Similar to a blackout or a curfew. They gave an Alternative Police address to contact.

The alternate address provided by the men was as they claimed was a 'Police Centre'. The address was then given to the auto-rickshaw driver, who did not find anything amusing or out of the ordinary. He dropped her off at the given address as told by them.


The alleged 'Police Centre' had '6 men' in their uniform. They received her at the centre and were also trying to convince her of the protests and violence happening in the said area. They showed her a few videos which they have claimed that were 'live' happenings form the area.
"He [one of the men in uniform] also asked me whether my jewellery was made of gold and then told me that I must remove them immediately as it would cut my fingers"



Following which she was then duped again into believing that the hotel booking she has made has cancelled her stay due to these protests. She was now frantic and very tensed up. They were now trying to gain her confidence that they were just trying to help her. So they gave her an address of a travel agency.

On spot, the men helped her call up this agency to book another hotel. All the available hotels were very costly and she was now feeling much helpless. About the first-hand experience here she wrote in the letter saying,


"They could sense I am overwhelmed by the situation. I started to worry and was tired after wandering for five hours. They offered me a few hotels, which I said no to because they were expensive. Exhausted, I said yes to the one that suits me. I paid $40 cash".

The hotel she opted, for now, was very far away. She was taken on a 'Long Trek' to this alleged hotel. There that cheap room she booked over the phone, had no internet connection nor any windows. It was then she was really scared, so "I locked myself inside the room as people knocked on the door. I was paralysed... Several people started knocking at my door and I barricaded myself". 


Just in time, her new SIM Card gets activated and she calls up a friend staying in Rishikesh. He then contacts the hotel she was earlier staying in. They confirm that her booking was not cancelled. The friend informed the hotel's manager and he came to her rescue.

As soon as she was put into safe hands, she left for her country. She could not recover from this frightful incident. After two months of the said incident, she with a calm mind writes down the complaint. A case was filed at the Delhi police under the Section 4-(a) of the Delhi Prevention of Touting and Malpractices against Tourists Act at Connaught Place. Investigations are going on.
