Goa!!! Has got many memories bound to it for every person who has visited the place and still dreams of visiting the place. Many 'Goa Trip Plans' are made so extensively they fall flat at the right time. We have all been there. But for the others who actually managed to surpass that level and did visit Goa, would be very familiar with cooking, drinking, and chilling on the beach with an oceanic view. Not the Shacks but on the beach, lying in the sand.
Now, this 'Chilling' is no more. The Goa assembly has passed a bill which amends the present State Tourism Law making such 'chilling on the beach' a criminal offence. Yes, it is now a crime by law to drink, cook or to even litter the beach.
Adding to the above rules is that the stores which sell alcohol in all the tourist places are now been barred from allowing their customers to carry away the bought bottles or cans of liquor to the beach premises. Surely letting them out would litter the place with cans and bottles.
The earlier goa tourist Places (Protection and Maintenance) Act of 2001 was now amended, thoroughly approved by the State Assembly. The Governor of the state is yet to sign them off for implementation. A sigh of relief comes here when it is not amended that there would be any penal codes applicable.
Without a case under the IPC SEctions is good news. But, a single person committing the litter crime is likely to be fined Rs2,000 and if it is a group of people loitering and offending the law, the fine is of Rs10,000.
The Goa Travel and Tourism Association GTTA has openly welcomed but warned of ill implementation of the law would diminish the very cause of its existence. The move was to get decent tourists to the place to promote tourism in a tidy way away from the garbage.

"We need to control domestic tourism to manageable levels so as to not to destroy our hospitable culture and environment. We need to keep the balance between the number of domestic tourists and international tourists. the challenge is to reinvent tourism and reposition Goa to appeal to the discerning traveller".
